COMPLETE GUIDE: Mac OS 10.13.6 High Sierra with fully functional Bootcamp/Windows 7 & AMD GPU (RX 480)
As stated in the title, this guide will help you install a Polaris series GPU in you Mac Pro 5.1 that will work natively in High Sierra and Windows 7.
Background (skippable):
Watching videos from Youtubers and the like (especiallyVtudio's guide on installing a RX580 ) I was very excited to get a Mac Pro, as I had the prospects of having a Windows/Mac hybrid machine, that could game on with my RX480. Unfortunately, Apple is trying so hard to make this near impossible on a Mac Pro 5.1. The Youtube guides didn't work for me at all, and I ended up doing something totally different. I used at least 40+ hours of my vacation to get this fully working, which is why I'm sharing this guide with others so they can gain from my frustration, sweat and tears. I might miss a few points here and there, but ask away and I'll see if I can help
Before installation: Xeon X5690, 32 GB ram and a flashed GTX 680. Capable but not modern.
Requirements:-
A secondary Mac machine
El Capitan or similar OS downloaded from the App Store
Windows 7 install ISO or DVD
1-2 x 16 GB USB drives
Two seperate SSD or HDD for the operating systems
Apple supported native GPU for the 5.1
A 2 x mini 6pin to a 8 pin connector. Otherwise the RX480 won't get enough power and might damage your motherboard. It will work on a mini 6pin to 8pin, but you can't game with it. You can buy it from here.
Part 1: Avoid High Sierra APFS on SSD
Why is this important? Because Bootcamp CANNOT see a APFS drive as a possible startup drive. This means that without a native Mac GPU, the switching back and forth between operating system becomes near impossible. If you use a HDD drive as your main OS install, you can skip this and update it to High Sierra normally, as it only convert SSD's.
Use a Mac to make a bootable USB with El Capitan or earlier (Sierra might work as well) downloaded from the App Store. Use this guide to create a bootable installer.
Boot the USB you just made, and install the OS (make sure the drive you are installing in on is formatted as HFS+). Be aware that if you convert it from APFS (If you've already had High Sierra installed) to HFS+ it might delete your data.
After installation, download High Sierra from the App Store. It will ask to install right after the download is completed, but close the application.
There are quite a few guides how to force the High Sierra installation to not convert your SSD to the APFS, but this guide was the ONLY ONE that worked instantly. It requires either a SUDO command, or the user to be a ROOT user. The code used for installation is:/Applications/Install macOS High Sierra.app/Contents/Resources/startosinstall --applicationpath /Applications/Install macOS High Sierra.app --agreetolicense --converttoapfs NO --nointeraction
This will make High Sierra install on your SSD without converting it to the new APFS format.
The install should be successful. I could update via the App Store from 10.13.5 to 10.13.6 without an issue/conversion. On to the next part!
Part 2: Install Windows 7 & Bootcamp setup
This was by far the worst part on the entire installation. I COULD NOT get it to work with Windows 10, but after a few tries, it worked with Windows 7. Good thing 'old seven' is still a great and supported OS. Unfortunately, due to the many intense hours and few breaks, I can't remember exactly what worked. If you already have a seperate bootcamp installed Windows 7 drive, then you can skip this step and just use that. This part is a general guideline.
Use the Bootcamp Assistant to download drivers and make a bootable USB drive. Or use a DVD. I can't remember which worked for me. Whatever you do, DO NOT split your SSD drive for you Windows install. It WILL be converted to APFS.
Before installation you have to format the SSD drive on which you want to install Windows 7 on, to NTFS. I used a trial version of Microsoft NTFS for Mac by Paragon Software to convert the drive. I do not remember which setting I used for it though, either MBR or GUID.
Once this is done, we can begin installation. Remove all drives except the SSD you wish to install Windows on and boot holding option/alt. Choose either the USB you made or DVD.
Once you get to this part, you might have a lot of trouble getting it to install. I got errors up my butt, like 'Not a GPT partion' and the like. You need to delete all partitions, and maybe restart. You should end up with a drive that is nothing but 'Unallocated space' which is perfect to install to. This might take quite a few tries, and was by far the hardest part of the entire process. Avoid using the 'NEW' function during install, as that creates extra hidden partitions that could confuse Bootcamp.
You can use tools such as Windows diskpart, which can be opened in CMD, by pressing shift + F10. The command 'clean' without brackets should erase a drive completely. Learn more how to use relevant command here.
If you succeed to install Windows 7, then test out the system and install relevant drivers for you Mac supported graphics card.
Shut down your Mac, install all drives and try to boot to you new APFS free High Sierra install via Bootcamp. It should be working correctly.
Part 3: New Polaris graphics card, and testingTesting, testing and more testing. But almost there!
If you cannot use Bootcamp to boot back and forth between Windows and High Sierra, you might need to disable SIP. Learn how to here. This should also give you the opportunity to use Bootchamp, which works as a 'single time boot' of Windows 7.
If everything works out, and you can boot freely back and forth, we can now install your new Polaris GPU. In my case the RX480. Make sure it is in PCI-e x16 slot on your Mac. Make sure the new graphics card is the only one installed, to avoid confusion.
The RX series should work perfectly in High Sierra, it just won't show a bootscreen.
Since we can now switch back and forth between our Windows 7 and High Sierra, we will boot into Windows 7. The GPU should provide a signal, and provide us with a picture. Now update your drivers from AMD and enjoy your new Mac Pro 5.1 with a modern and 'plug n play' compatible graphics card.
Part 4: Aftermath

This was my first guide for anything. It was extremely frustrating how Apple could destroy the Bootcamp functionality by forcing an annoying new APFS system. Luckily, this guide should help you to have a modern multi-system on your Mac Pro. 5.1. I can now play modern games on the single X5690 with ease.
Apple might figure out a way to force your install of High Sierra to convert into APFS with an update. If this happens, you won't be able to use Bootcamp software to boot back and forth Windows 7/High Sierra without resetting the PRAM or other nonsense like switching the Mac GPU card back in and get the bootscreen to select OS. So make a backup of your fully working system when everything works, just in case Apple starts to sabotage the Mac Pro more than they already do.
